Before I started recreating the buildings in 3DS Max, i used height maps for the getting the area of location. It doesn't work perfectly, but it's better than a flat surface and faster than recreating it by sculpting the area obviously.

After the main buildings are done, i made the small objects like signs,benches,streetlights to bring an identity to the place.

After making the assets, the place looked fine but empty and stale.

As with the Unreal Engine you can easily add human models in a place with animations, but they just do the animation looped forever.

To avoid, creepiness of the looping animations, I made a little system that allows NPCs to walk and fight with the main character. With that, the emptiness and lack of humans are gone. It's a basic system but better than nothing.

Also, before I started to create an environment, I already advanced the Unreal templates to a gameplayish system that allows you to run,sneak,attack or drive a car. If interested more of it check that two videos of this project.
